The Public Health Inspector (OS) was elected at collective meetings from among workers, employees, collective farmers, activists of house committees and pensioners in coordination with the primary organization of the Red Cross and Red Crescent Society, with the trade union committee, the board of the collective farm or the house committee. He took part in the implementation of the current sanitary supervision over the implementation of the established sanitary and hygienic and anti-epidemic rules at the attached facilities; participated in the inspections of the sanitary condition of the national economy facilities; provided assistance in organizing and conducting sanitary and anti-epidemic measures, hygienic education of the population and promotion of a healthy lifestyle; informed the heads of enterprises, institutions and organizations about the detected violations and submitted proposals for improving the sanitary condition of controlled objects to the administration and trade union organizations of the enterprise, institution, organization. He had the right to freely visit the controlled facilities, get acquainted with the documentation describing their sanitary condition, take part in the development of proposals for the plan of sanitary and preventive measures, make proposals to the sanitary and epidemiological stations on bringing to administrative responsibility persons who violate sanitary and hygienic rules. The public health inspectors were truly an environmental service of the Red Cross.
